Pam Thiessen, Partner

As a Partner with theGROUP, Pam develops and implements results-based public policy strategies to assist clients in achieving their business goals consistent with their values.

For the past decade, Pam has been at the center of major policy successes as the chief legislative strategist for former Senator Rob Portman (R-OH). As the lead Republican negotiator for the final bipartisan infrastructure package with the White House, she worked with Democratic and Republican senators to craft and secure passage of one of the most consequential bipartisan measures enacted in decades. From tax reform, postal service reform, addressing supply chain challenges, and reforming the permitting process, to successfully amending Section 230, improving cybersecurity, addressing addiction and recovery, and promoting energy efficiency, Pam has a proven track record of getting priorities accomplished no matter how difficult the environment.

Prior to serving on Portman’s team, as Legislative Director, Deputy Chief of Staff and Staff Director of the Senate Committee on Homeland Security and Governmental Affairs, Pam served in the Senate Republican leadership as Staff Director of the Senate Republican Policy Committee under former Senator John Ensign (R-NV) and served as Ensign’s Legislative Director when he was Chairman of the Senate Republican High Tech Task Force and Ranking Member of the Commerce Subcommittee on Technology, Innovation and Competitiveness. Pam also served as Senior Policy Advisor to the Joint Economic Committee for former Senator Sam Brownback (R-KS); military Legislative Assistant and Personal Representative of the Member to the Senate Foreign Relations Committee for the late Senator Rod Grams (R-MN), then chairman of the International Operations subcommittee; Legislative Assistant to former Senator John Ashcroft (R-MO) for tax and budget issues; and Legislative Assistant for former Senator Don Nickles (R-OK) on the Republican Policy Committee. During the George W. Bush presidential transition, she served on the staff of the Secretary of Defense at the Pentagon.

Before coming to Capitol Hill, Pam worked in the British Parliament as researcher for Dr. Keith Hampson, M.P.

She is the co-founder of Women Helping Women, a bipartisan network connecting women working in legislative roles on Capitol Hill with their counterparts in the private sector.

A native of Washington, D.C., Pam has Bachelor of Science degrees in Political Science and in International Relations from Brown University and a Master of Science degree in International Relations from the London School of Economics.

She lives in Alexandria, Virginia with her husband and four children.
