In his new role, Henry will bolster the firm’s capacity to offer strategic and policy counsel to its broad-based roster of clients. Henry brings an extensive background in financial and regulatory policy as well as a keen understanding of the legislative process to the firm.
Most recently, Henry served as Director of Legislative Affairs for Vice President of the United States Joseph R. Biden, joining at the outset of the Obama Administration in January 2009. As Assistant to the Vice President, Henry served as senior advisor on matters before the United States Congress, navigating complex policy and political issues. He also developed and executed annual strategic legislative plans and led efforts to build strong working relationships between the Vice President’s office and both houses of Congress.

Before serving in the Office of the Vice President, Henry served as Counsel and Senior Policy Advisor for [then] House Majority Leader Steny Hoyer (D-MD). He worked closely with congressional leadership and committee staff on crafting and passing critical legislation, with a particular focus on financial services, trade, telecommunications, economic matters, and responses to the financial crisis that began in 2008. Henry also functioned as a liaison with business leaders, policy experts, and constituency groups. Henry’s more than ten years of experience on Capitol Hill also included stints with Reps. Emanuel Cleaver (D-MO) and Major Owens (D-NY), serving as the Legislative Director for each Member.
In April of 2011, founding partners Art Collins and Broderick Johnson joined forces to offer political, policy and communications strategies to corporations and executives engaged with the public sector at all levels. A native of Los Angeles, California, Henry received his B.A. from the University of Maryland at College Park and his J.D. from George Washington University Law School. He is a member of the Maryland State Bar. Henry resides in Maryland with his wife and two children.
